Issue description:
After updating to 11.4.0 B1 the scroll effect in the playlists page is not working properly.
As soon as my finger leaves the screen, the scroll stops, instead of gradually stopping.
This does not happen in 11.3.0.

Reproduction steps:
Just go to the playlists page and scroll down with your finger. You will see right away the scroll suddenly stops when your finger leaves the screen.

Same is true for other lists like artist list, genre list etc.
Seconded. Uploaded a video under something like scroll momentum not working in lists, and my username. Logs under tobyburton96scroll
I would have swear that I tested other places and the Playlist page was the only place where it was not working.
But I just realized there’s a workaround: the issue is gone once you drill into an item in the list and then go back to the list.

Yes random Compose bug in their last update, fix one thing break 3 others
