3rd notification action button never visible

Issue description:

If I have set the 1st and 2nd Action button, the 3rd is never visible. Is this by design or is there something wrong? I set the 3rd button to Favorite, but as you can see from the screenshot, it isn’t shown anywhere.

The phone is a Samsung S21U OneUI 6.1 Android 14. The app version is 11.0.0B5

This is normal for Samsung (OneUI) phones. It is the same on my Galaxy A54. I think it depends on the OS implementation how many buttons are shown. With OneUI it seems you can only customize two of them.
