Issue description
In the list of Home page rows, dragging a row below the Reset buttons causes the row to change position visually only. Change is not saved and dragging that row again doesn’t move it as expected. (See GIF)

Steps to reproduce
Attached GIF shows these steps:
Edit Home page, scroll to bottom of the list of rows. By default, the last two are Shortcuts 3 (S3) & Shortcuts 4 (S4).
Drag S3 down past the Reset buttons. You’ll see it visually pop back up to the position of S4. Now try to drag S3 up from the bottom and you’ll notice two things:
- You’re moving S4 instead of S3 (because the rows didn’t actually change position)
- It lags behind where you are touching
