How do you create them ? Do you keep the lock to provider on ?

If you uncheck the option as in your screenshots it’s normal … It must be on.
Ok SOLVED
( understood the problem by exposing it here )
I had 2 providers (Navi.+Local)
last added is Local
It is why I cant see my Navidrome playlists!
.. because Synfonium was showing me the last added provider only (Local)
So
by removing Local provider, then
adding sound to a new playlist
with setting lock on
the sync button finally apeares!
Suggestion
an option to select the provider (on playlist selection) should help !
Limitation
For now, disabling Local ‘it works / solved’ but I cant access my local music

You are mixing a lot of things.
The playlist is tied to where the song is not what provider you use. You can have many providers and easily filter them too.
