I’m pretty sure my file is tagged correctly, but I’ve not used chapters before so it might just be my end.
I’m using an opus file and my chapters look exactly like in this older post on the same topic.
Also, the track is ~2hrs long. I left it playing for ~5 mins, yet the waveform data never loaded. Is that normal?

The chapter names do contain Japanese characters. I did test it with two simple chapters as well, and got the same result.
Also, the chapters do load correctly on my PC using Media Player Classic. This opus file was created via ffmpeg, by copying audio from a chaptered mkv file.

Steps to reproduce
Play the track.
Chapter button is unavailable and waveform data has not loaded within 5mins of start time.
Track tags formatted as per the OGG/OPUS spec, as far as I’m aware.
Tried it again and I can get the chapters to load sometimes, but it’s not consistent. I’ll keep playing with it and let you know if I can tie the issue to some setting or other.
What I figured so far is that chapters always load if I add this track to an already-playing queue, or if I start the track via a Resume point. But playing the track by itself usually does not load the chapters.
Did a fresh install, added just the one file and it still doesn’t load the chapters. The two quoted methods are the only way I can get the chapters to show. If I start the track any other way, I get no chapters.
If that’s not happening for you then I guess it’s somehow an issue with my device. At least I have some way of working around it.

In the log, I opened the album from the home page > tapped the track > expanded the NPS. No chapters.
Back to album page, I tapped Play Next > still no chapters.
Then via three-dots menu I queued the track and this time it finally showed the chapters. (All done in the same queue.)

In this one I load the track via Resume point, which correctly loads the chapters. Then I stop playback and reopen the queue. Chapters do not load when re-opening the queue.
