I am trying to filter my smart playlist by language but can’t seem to do so . As when I add the language rule it does not show any filter about any language so i manually enter english in the field and no songs show up. Is there any way to add tags to songs so that i can use them to filter in the smart playlist ?
Yes you need to use a tag editor (like Mp3tag or Kid3) to set the Language tag in your songs. Then you’ll be able to select those tags to filter by.

then i would have to add each one manually is there any way to do this automatically becuase i have a lot of songs and it would take a lot of time
Most tag editors support selecting multiple files. You can select everything in a folder and set the tag for them all.
Of course, if your songs are not already separated by language then that isn’t very useful.
The only other way is to use an automatic tagging software like MusicBrainz Picard. These are never perfect so expect it to occasionally tag some of your files wrong.
