I want to push back on this but I’ll hold my tongue until I hear whether this is a bug or not.
In the meantime though, it means you can just use “Primary” color instead of “Default” for the buttons, and they’ll probably turn white regardless of color theme. (Forcing white overlays sure would be nice though.)
