Issue description:
When ‘Playback’ setting ‘Max play percentage to record skip count’ is set to ‘Never update skip count’
AND
‘Automatic actions’ setting ‘Keep paused state on skips’
…are both enabled and the current playback is paused, skipping a song at 0:00 will still increase the skip count.

This behavior only occurs when ‘Keep paused state on skips’ is enabled and no playback has occurred (i.e. the current position is 00:00).
Reproduction steps:
Enable ‘Keep paused state on skips’ and set Max percentage to record to ‘Never update skip count’
Open a queue with at least two tracks, let it play for at least one second, then skip to the second track. PAUSE the current playback at any time on the second track. Return to the first track (without pressing Play) and open track details: Skip count is still 0.
Now with the current time still at 00:00 and playback state still PAUSED, skip to the second track and return to first. Open track details: Skip count is now 1.
