Issue description:
Only affects Landscape NPS, and only when one of the two bars is set to “Show in Controls and Information”.
When toggling the “Switch top and bottom bar positions” option, the bar which is not set to show in Controls panel will disappear instead of being swapped.

This is an old issue (pre v14) that I forgot to report. I’ll double check if I have any other old stuff. Nope, I’ve reported everything else I had found.
Pic 1: Bottom Bar (right) set to show in Control panel
Pic 2: “Swap bars” option enabled, bar settings otherwise unchanged. Top Bar has vanished and Bottom Bar hasn’t moved.
Reproduction steps:
Tested with “Minimal” preset to ensure sufficient space was not an issue.
Landscape NPS, enable both Top and Bottom bars (any size) and set only Bottom Bar to “Show in Controls and Information”. Set overlay for both bars to Opaque for easier visual identification.
Open Preview. You should see both bars.
Now enable the toggle to switch bar positions, then return to the Preview.
The Top Bar has been hidden and the Bottom Bar has not changed position.
(The reverse would occur if you had the Top Bar inside the Controls panel instead of the Bottom Bar.)
Left/Right/Both position is irrelevant; only the “Show in Controls” toggle causes this issue.
Issue does not occur if both bars are in/out of Control Panel; only when one is in and the other is out.
