Issue description:
There’s an unusable empty space that persist at the top of the home page when there’s no home page icon or filter/cast/settings button. I’d like to remove that because it seems like such a waste of space especially when I would want my home screen items closer to the top.

Reproduction steps:
Turn off the home page icon, top filter button & the cast button, and make sure the settings button is in either the primary or secondary shortcuts or the bottom navigation tabs.
